Mortgage Rates Are Still Driving Buyer Behavior

Mortgage rates continue to play a major role in determining who enters the market and who stays on the sidelines.

Recent economic data has created competing pressures for mortgage rates. A softer labor market can help reduce inflation concerns, which may benefit rates. At the same time, inflation, energy prices, and Federal Reserve policy can create pressure in the opposite direction.

That combination has contributed to continued rate volatility.

For Phoenix buyers, even relatively small changes in mortgage rates can have a noticeable effect on monthly payments and purchasing power.

That impact is especially noticeable in the more rate-sensitive portions of the housing market.

 

Some Phoenix Buyers Are Coming Back Into the Market

Summer is traditionally a slower time for Phoenix real estate.

What can I negotiate into the entire purchase?

That is where seller concessions have become extremely important.

 

Seller Concessions Are Creating Opportunities

One of the biggest changes in today's Phoenix housing market is the return of meaningful seller concessions.


Buyers may be able to negotiate money from the seller that can help cover:

  • Closing costs

  • Prepaid expenses

  • Temporary interest rate buydowns

  • Permanent mortgage rate buydowns

  • Other allowable financing costs


That means negotiating the purchase price is only one part of the conversation.

In some situations, obtaining seller concessions that reduce the buyer's upfront expenses or monthly mortgage payment may be more valuable than negotiating a slightly lower sales price.

A financially strong buyer can still encounter financing issues if the condo project does not satisfy the lender's requirements.

What Condo Sellers Need to Understand

Condo sellers also need realistic expectations.

More inventory, higher HOA expenses, and financing hurdles can influence buyer demand.

That does not mean condos cannot sell.

It means pricing, preparation, and understanding competing inventory become even more important.

A condo should not automatically be priced using the same assumptions as a nearby single-family home simply because both properties are located in the same Phoenix-area market.

Property type matters.

So does the HOA.

So does financing availability.

 

The 21st Century ROAD to Housing Act

Another development buyers, sellers, and homeowners should watch is the 21st Century ROAD to Housing Act.

Since this episode was recorded, the legislation has officially become law. It passed the Senate 85-5 and the House 358-32 before becoming law in July 2026.

The law includes a broad package of housing measures intended to increase housing supply, improve affordability, support homeownership, and address barriers within the housing market.

Some of the areas receiving attention include smaller-dollar mortgages, housing rehabilitation and repairs, manufactured housing, regulatory changes, and limitations involving certain large institutional investors.

Many provisions will take time to implement, so buyers should not expect the housing market to change overnight.

Still, the legislation gives us an indication of where federal housing policy may be heading.

 

Smaller Mortgage Loans Could Become Easier

One interesting issue addressed by the housing legislation involves smaller-balance mortgages.

Financing lower-priced properties can sometimes be difficult because many loan-related costs are relatively fixed.

Underwriting, title work, processing, and other expenses do not necessarily decrease proportionally just because the property costs less.

That can make very small mortgages difficult for lenders to offer economically.

Efforts aimed at improving access to smaller mortgages could eventually help buyers looking at lower-priced homes, including certain condos and other entry-level housing options.

 

Housing Repairs Could Help Existing Homeowners Too

Housing affordability is not only about helping someone purchase a new home.

Sometimes the most affordable option is helping an existing homeowner remain in the property they already own.


Programs supporting necessary repairs could help address expensive items such as:

  • Roofing

  • HVAC systems

  • Plumbing

  • Electrical systems

  • Health and safety concerns


Those repairs have become significantly more expensive in recent years.

Helping homeowners maintain aging properties could preserve housing inventory while allowing more families to remain in their homes.

 

What Should Phoenix Buyers Do Right Now?

If you are financially prepared to purchase a home but have been waiting because of interest rates, consider looking at the complete opportunity rather than one number.

Ask what sellers are willing to negotiate.

Ask whether concessions could reduce closing costs.

Ask whether a rate buydown makes sense.

Look at homes that may need manageable improvements.

Most importantly, understand what your actual monthly payment and cash-to-close numbers would look like before deciding that today's market cannot work for you.

Buyer-friendly negotiating windows do not necessarily last forever.

When mortgage rates improve and buyer demand increases, seller concessions are often among the first advantages to disappear.

 

What Should Phoenix Sellers Do Right Now?

Sellers need a different strategy.

Today's market rewards realistic pricing and careful preparation.


Before listing, understand:

  • Your immediate competition

  • Recent comparable sales

  • How quickly similar homes are selling

  • Whether buyers are receiving concessions

  • Your property's likely appraisal range

  • Which repairs may become inspection issues

  • How your property type is performing in your specific area


If you do not need to sell immediately, timing may also be worth discussing with an experienced local real estate professional.

The Phoenix market is not behaving exactly the same in every neighborhood, price range, or property category.

Your strategy should reflect your specific situation.
